  1. Mix the tapioca starch, flour, salt, chicken bouillon powder, ground pepper, and garlic powder, stir the dry ingredients until combined.
  2. Bring water to a boil (about 200-220 ml), turn off the heat, then pour it into the flour mixture gradually while stirring with a spatula.
  3. Knead by hand (carefully, the dough is still hot) until smooth.
  4. Bring water to a boil again and add a little oil so the cicos don't stick together.
  5. Dust your hands with flour, take a bit of dough, then twist and roll it into a pointed tip.
  6. Drop into the boiling water; repeat until all the dough is used, cook until the cicos float and are cooked, then remove and drain.
  7. For the goang sambal, grind (coarsely, in a chopper) the garlic, aromatic ginger, green bird's-eye chilies, green curly chilies, and red curly chilies.
  8. Heat oil, saute the ground sambal over medium heat until fragrant.
  9. Add about 150 ml water, add the cicos, stir until combined.
  10. Add salt, chicken bouillon powder, granulated sugar, and chili powder (optional, for color), stir well and taste.
  11. Once it's right, remove and serve.
