  1. Boil the jando (beef fat) until cooked and tender, cut into small pieces for the filling.
  2. Add the water, ground garlic, salt, chicken bouillon powder, and ground pepper to a pan, stir well, then add the flour, stir until combined.
  3. Add the sliced scallion, stir, then cook on the stove over medium heat, stirring constantly, until the flour thickens and turns doughy.
  4. Transfer to a large bowl while hot, add the tapioca starch, stir with a spatula, then knead by hand (carefully, as the dough is still hot) until combined and no longer sticky.
  5. Oil your hands, take a small piece of dough, round it, flatten it, fill with quail egg or a piece of jando, seal and round again. Repeat until the dough is used up.
  6. Boil the cilok in boiling water with a little oil added until they float (don't overcook), then transfer to a steamer to keep warm.
  7. For the peanut sauce, fry the peanuts until golden brown, chop together with the boiled sweet potato and some of the water until fairly smooth.
  8. Grind the shallots, garlic, and red curly chilies with oil, then sauté with the kaffir lime leaves (torn) until cooked and fragrant.
  9. Add the peanut-sweet potato mixture and the remaining water (750 ml total), stir well, add salt, MSG, sugar, and palm sugar, stir well.
  10. Cook the peanut sauce over low heat, stirring occasionally, until the oil separates and the sauce thickens, add a little tamarind water, cook a bit longer until the taste is right.
  11. Pour the peanut sauce over the cilok, stir well, and serve.
