  1. Combine the grated coconut, salt and pandan leaves, tossing until even.
  2. Steam the grated coconut for 20 minutes so it keeps longer and does not spoil, then take it out and set it aside.
  3. Cook the palm sugar with pandan leaves and 500 ml water, stirring until the sugar dissolves, then take it off the heat.
  4. Strain the palm sugar syrup, then keep stirring it until it is completely cold.
  5. Pour 700 ml coconut milk into the palm sugar syrup, stir until even, then set it aside.
  6. In another bowl combine 500 g tapioca starch, 1 tsp salt and vanilla powder, stirring until even.
  7. Pour the palm sugar mixture into the dry ingredients and whisk until it dissolves with no lumps.
  8. Add 1 tbsp cooking oil and stir it through.
  9. Prepare a 20 cm pan, brush it with cooking oil, and make sure the water in the steamer is boiling.
  10. Pour in part of the batter as the first layer and steam 15 minutes, then add a second layer and steam another 15 minutes.
  11. Pour in the rest of the batter as the last layer and steam for 25 minutes.
  12. Run a knife around the edge of the cake, then turn it out of the pan.
  13. Cut the cake with a spatula brushed with cooking oil, to whatever size you like.
  14. Roll each piece in the steamed grated coconut.
