Ingredients

Steps

  1. Bring 200 ml of water to a boil in a pot over medium heat.
  2. Add 1 tbsp ground dried baby shrimp, 4 garlic cloves ground to a paste, 1 tsp stock powder, 1 tsp ground pepper and 1 tsp salt.
  3. Add 100 g all-purpose flour, turn off the heat, then stir until the dough comes together with no lumps.
  4. Transfer the dough to another bowl and let it rest for about 5 minutes until it is only warm.
  5. Add 2 eggs and 1 spring onion that has been washed and finely sliced.
  6. Add 200 g tapioca starch gradually while stirring until evenly combined.
  7. Add 1 tbsp baking powder so the fritters puff up and become airy, then knead by hand until the dough is smooth and shapeable; if it is still sticky add 1 tbsp flour.
  8. Take about 25 g of dough and roll it into an oval, and repeat until all the dough is shaped, which gives around 23 pieces.
  9. Bring water to a boil in a pot over medium heat, then add 2 tbsp cooking oil so the pieces do not stick together.
  10. Once the water boils, add all the pieces and cook until they all float to the surface.
  11. Lift them out and drain until the water has run off; the pieces can also be stored in an airtight container in the freezer to keep longer.
  12. Heat oil in a pan over medium-low heat, then fry the otak-otak, turning them, until golden brown and cooked through.
  13. Lift the otak-otak out of the oil, drain off the excess, then serve while warm.
