  1. Bring a pot of water to a boil for cooking the tekwan.
  2. Mix 1 kg of ground mackerel with 400 ml of ice water, pouring the water in a little at a time and stirring well until it is all used up.
  3. Add the whites of 2 eggs.
  4. Add 2.5 tsp salt, 2 tsp sugar, and 2 tsp mushroom bouillon, then stir until the fish mixture becomes fairly firm.
  5. Add 400 g of tapioca starch in two additions, then knead until evenly combined.
  6. Scoop up a little of the mixture and drop it into the boiling water without shaping it neatly.
  7. Cover the pot and boil for 10 minutes until the tekwan is cooked, then lift it out.
  8. Smash and finely chop 6 cloves of garlic for the broth.
  9. Cut 300 g of jicama into matchsticks.
  10. Soak 10 dried wood ear mushrooms until soft, then slice them.
  11. Tie up 75 g of dried lily buds so they do not scatter.
  12. Heat 4 tbsp of cooking oil in a large pot, then saute the chopped garlic until fragrant.
  13. Add 100 g of shrimp shells and heads, then stir-fry until fragrant.
  14. Pour in 3 liters of water, cover the pot, and cook for about 30 minutes.
  15. Lift out and discard the shrimp shells and heads.
  16. Add the jicama, wood ear mushroom, and lily buds, then season with 2 tsp mushroom bouillon, 1 tsp white pepper, and 2.5 tsp salt.
  17. Cook for 10 to 15 minutes until everything is done, then turn off the heat.
  18. Serve the tekwan with its broth, sliced celery leaves, fried shallots, sambal, and a squeeze of lime.
