  1. Cook the palm sugar with part of the water and the tamarind in a pot until it comes to a boil.
  2. While the sugar dissolves, blend the garlic and green bird's-eye chilies with a little water.
  3. Once the sugar has fully melted and boiled, turn off the heat and strain the liquid to remove impurities.
  4. Return the strained liquid to the pot, add the garlic-chili paste (you can hold back half the chili if you want a milder cuko), and season with salt.
  5. Cook the cuko until it comes back to a boil and is fully done.
  6. For the pempek: mix the chilled ground mackerel with ice water and coconut milk, mashing/kneading until combined.
  7. Add the minced scallion and shallots, and mix well.
  8. Season with mushroom bouillon powder, sugar, and salt, and mix well (salt is added at this later stage so the dough binds properly).
  9. Mix in the egg until combined.
  10. Finally, add the tapioca starch and mix gently just until combined — don't overwork it, or the pempek will turn out tough.
  11. Shape the dough into balls (dipping your spoon in ice water to make it easier), then deep-fry in plenty of hot oil over steady heat until they float and spin on their own, about 3 rotations, then remove (don't overfry or they'll burst).
  12. Plate with yellow noodles, cucumber, and pour the cuko sauce over the top; sprinkle with toasted ground dried shrimp if you like.
