Steps

  1. Heat a generous amount of vegetable oil, then fry the finely chopped garlic until golden without letting it burn.
  2. Strain the fried garlic and keep the garlic oil and the fried garlic in two separate containers.
  3. Heat 3 tablespoons of the garlic oil in the same pan, then saute the coarsely chopped dried shrimp until fragrant.
  4. Add the grated jicama, stir well, and cook for a good while until the seasoning is absorbed without adding any water.
  5. Add the granulated sugar, salt, and pepper, then stir well.
  6. Once the jicama has wilted, add 3 teaspoons of the fried garlic and stir well.
  7. Transfer the filling to a strainer set over a bowl so the liquid drains off, then let it cool.
  8. Mix the rice flour, tapioca starch, and salt, then stir well.
  9. Pour in the room-temperature boiled water while stirring until the batter is smooth and no dry flour remains.
  10. Strain the batter straight into a non-stick pan, then add the vegetable oil and salt.
  11. Cook over low heat while stirring constantly without stopping until the dough clumps together and is cooked through.
  12. Turn off the heat, move the dough to a wider bowl, then knead until smooth and satiny.
  13. Blend the bird's eye chillies, garlic, and water until smooth for the sauce.
  14. Cook the sauce over medium heat, add the granulated sugar, salt, and chilli sauce, then stir until it boils.
  15. Once boiling add the vinegar, stir well, then transfer to a container and let it cool.
  16. Line the steamer with banana leaf, then brush it with garlic oil.
  17. Dust the work surface with tapioca starch, coat the dough, roll it into a long log, then cut it into equal-sized pieces.
  18. Shape each piece into a thin bowl-like wrapper, add enough jicama filling, then seal the edges.
  19. Arrange the chai kue in the steamer over boiling water, spray the whole surface of the wrappers with water, then steam for 10 minutes.
  20. Brush the chai kue with garlic oil, then sprinkle with fried garlic.
