  1. Thinly slice 300 g of beef tenderloin against the grain.
  2. Marinate with 1 tbsp of soy sauce, 1 tbsp of cooking wine and 1 tsp of white pepper, mixing it with your hand.
  3. Marinate for 15 minutes.
  4. Slice 2 stalks of scallion and slice 5 dried red chilies.
  5. Finely chop 3 cloves of garlic and 1 tbsp of ginger.
  6. For the sauce put 40 g of palm sugar into a bowl and pour in 50 ml of hot water so the sugar dissolves easily, then stir.
  7. Add 40 ml of soy sauce, adjusting the saltiness by adding more sugar or soy sauce.
  8. Add 1 tbsp of chili oil, stir until even, then set it aside.
  9. Coat the marinated beef with about 150 g of cornstarch until every piece is covered.
  10. Heat a wok over medium to high heat.
  11. Fry the beef for only one minute so it does not overcook, working in small batches so the oil temperature does not drop.
  12. Heat a wok until it is really hot, then stir-fry the sliced scallion with 1/2 tbsp of vegetable oil.
  13. Add the sliced dried chilies.
  14. Add the chopped ginger and garlic and fry until fragrant.
  15. Pour in 2 tbsp of cooking wine.
  16. Add the sauce you made earlier.
  17. Cook the sauce until it thickens so it can coat the beef.
  18. Add the fried beef and toss for only 30 seconds.
  19. Serve sprinkled with sliced scallion and toasted sesame seeds.
