  1. Fry the reserved red snapper bones and trimmings in a generous amount of oil until golden brown (leave them alone until they release naturally before flipping).
  2. Remove the fried bones, and keep the leftover oil — don't discard it, it'll be used later.
  3. Return the bones to the same pan (don't rinse it, so the browned fish bits stay), add celery, scallion, and 2 thick slices of ginger for aromatics, then crush/break up the bones a bit.
  4. Add water (about 1.5 liters) and simmer over low heat for about 1 hour to make the stock.
  5. While the stock simmers, wash the rice and make garlic oil: use some of the reserved fish-frying oil, add thinly sliced garlic, and cook until fragrant and golden.
  6. Strain the stock to remove all bone fragments, so the porridge stays smooth on the throat.
  7. Cook the porridge using the strained fish stock; add the washed rice to the stock.
  8. Add 2 tbsp of the garlic oil, salt (start small, about half a teaspoon), 2 tsp chicken bouillon powder, and a little sesame oil.
  9. Adjust the rice-to-water ratio (roughly 1:3 to 1:4) to your preferred porridge consistency, adding more water if it's too thick.
  10. Cook the porridge, stirring constantly so the rice doesn't stick and burn, until it turns soft and porridge-like.
  11. Thinly slice the fresh red snapper fillet.
  12. For serving like a street vendor: prepare a pot of stock, add a little chicken stock, bring to a boil, and season again with salt, bouillon powder, and a touch of sugar so it's not too salty.
  13. Place the sliced raw fish and lettuce in a bowl, then ladle the piping-hot porridge over the fish so the heat cooks it; stir briefly until the fish turns white and is fully cooked.
  14. Finish with youtiao, fried shallots, and garlic oil before serving.
