  1. Pressure-cook 1 kg beef shank with bruised lemongrass, bay leaves, and kaffir lime leaves for 20 minutes (or boil normally 1-1.5 hours without a pressure cooker).
  2. Blend the shallots, garlic, galangal, ginger, toasted candlenuts, and toasted coriander.
  3. Briefly fry the green bird's-eye chilies, garlic, and shallots so the green color stays nice, remove.
  4. Coarsely pound the fried green chilies with salt, add seasoning/mushroom bouillon, drizzle with hot oil.
  5. Fry the red bird's-eye chilies, large red chilies, garlic, and shallots, then coarsely pound with salt and mushroom bouillon, drizzle with hot oil for the balado sambal.
  6. Once the pressure-cooked beef is tender (about 20-30 minutes), slice against the grain about 2 cm thick, then pound flat.
  7. Saute the ground seasoning with kaffir lime leaves until cooked, season with salt, mushroom bouillon, and a little chicken bouillon.
  8. Pour in the beef cooking water and coconut milk, add palm sugar, taste until it's right.
  9. Add the beef, cook until reduced and dry, cover over low-medium heat.
  10. Add a little tamarind water, cook for about 1 hour until the beef is tender and the liquid has dried up.
  11. Heat oil, fry the empal until cooked and browned.
  12. Serve the fried empal gepuk on two different plates, one with red balado sambal and one with green chili sambal.
