  1. Cut the chicken breast into cubes, then put it into a food chopper together with the ice cubes to form an emulsion.
  2. Add the tapioca starch, egg white, sugar, baking soda, cooking oil, garlic powder, and ground pepper (salt goes in later), and process on low speed first, then on high speed for about 1 minute.
  3. Turn off the chopper, add the salt last, then process again on high speed for 1 minute until the mixture is set and springy (test by tapping it — it should jiggle).
  4. Transfer the mixture to a bowl, oil your hands, and shape into meatballs by squeezing the mixture out of your fist.
  5. Dip each shaped meatball briefly in water so it releases easily, then drop it into warm water.
  6. Wait until all the meatballs float, then turn on low heat and cook until done inside (don't let it boil too hard), simmering for about 20 minutes, then remove.
  7. For the broth, boil the chicken bones, chicken wing pieces, the white part of the scallion, ground fried shallots, salt, and water, starting over medium heat then lowering once it boils, and simmer for a good while so the flavor comes out.
  8. Near the end, add ground pepper and garlic powder to the broth, cook for another 3-4 minutes, then turn off the heat.
  9. Serve the meatballs with vermicelli, ladle the broth over them, and top with the green part of the scallion, fried shallots, and meatball chili sauce to taste.
