  1. Cut the carrots and potatoes into small dice, and thinly slice the spring onions.
  2. Boil the potatoes for about 10 minutes and the carrots for 5 to 7 minutes until slightly tender, then drain.
  3. Blend the garlic and onion, then saute in a little oil until fragrant.
  4. Add the minced beef and stir-fry until it changes color.
  5. Add the potatoes and carrots, stir well, and add a little water if they are still firm.
  6. Season with salt, beef bouillon powder, ground pepper, sugar, curry powder and a little sweet soy sauce, and cook until the flavors soak in.
  7. Add the spring onions, cook briefly, then let the filling cool.
  8. For dough A, mix the flour and salt, pour in the hot oil and stir, then add the cold water a little at a time.
  9. Knead until even, cover with plastic wrap and rest for about 30 minutes.
  10. For dough B, mix the flour and rice flour, add the margarine, stir then knead until combined, cover and rest together with dough A.
  11. Set aside 1/4 of dough A for the protective outer layer, then divide the rest of dough A and dough B into 8 portions each.
  12. Flatten one portion of dough A, put one portion of dough B on it, then close and seal.
  13. Roll it out into a long strip, roll it up sideways, roll it thin again, roll it up to the end, then cut into 4 pieces to get 32 wrappers.
  14. Divide the coating dough into 32 portions, then roll out both the coating dough and the pastry wrappers thinly.
  15. Lay a wrapper and a coating sheet in the mold, add about 25 g of filling, brush the edges with water, then close and press.
  16. Deep-fry over medium heat until golden brown, then lift out and drain. For frozen stock, fry until half cooked, cool, then keep in the freezer.
