  1. Wash the rice thoroughly, add the bay leaves, crushed lemongrass, salt, and chicken bouillon powder, then pour in the water, stir, and add the margarine.
  2. Cook the rice in a rice cooker as you normally would, until done.
  3. Fry the salted tuna covered (as the oil tends to splatter) until cooked and lightly browned, then drain and shred the flesh.
  4. Blend the shallots, garlic, large red chilies, and curly red chilies with a little water.
  5. Sauté the ground spice paste with the bay leaves over low heat until cooked through.
  6. Add the salt, chicken bouillon powder, sugar, and ground pepper, and stir well.
  7. Add the shredded fish, stir until combined, then turn off the heat.
  8. Once the rice is cooked, stir it well so the seasoning is evenly distributed.
  9. Lay out two banana leaves, add rice, the balado shredded fish, and Thai basil leaves, then top with more rice and press down firmly.
  10. Roll up the parcel while pressing firmly, fold the ends, and pin closed with a toothpick or skewer. Repeat until all the ingredients are used.
  11. Grill the rice parcels on a nonstick pan, pressing and flipping occasionally, until the banana leaf surface is cooked and lightly charred.
