Steps

  1. Heat a little cooking oil in a pan over low heat, then saute 5 shallots and 4 garlic cloves ground to a paste until fragrant.
  2. Add 150 g carrot and 300 g potato, both cut into dice, then stir-fry briefly until evenly combined.
  3. Add 1/2 tsp salt, 1/2 tsp stock powder, 1/2 tsp ground pepper and 100 ml water.
  4. Cook, stirring occasionally, until the liquid has reduced and the potato and carrot are soft, then check the seasoning.
  5. Add 1 finely sliced spring onion and 1 finely sliced celery stalk, stir until combined, then turn off the heat and let the filling cool.
  6. For the wrappers, put 300 g all-purpose flour, 20 g tapioca starch and 1 tsp salt into a bowl, then stir until evenly combined.
  7. Add 2 eggs and pour in 620 ml water a little at a time while stirring until the batter is evenly combined.
  8. Strain the batter to make sure it is smooth and free of lumps.
  9. Add 2 tbsp cooking oil, then stir again until evenly combined.
  10. Heat a pan over low heat, add a little cooking oil and spread it with a tissue or brush; oiling once at the start is enough.
  11. Stir the batter first, then pour one ladle into the hot pan and swirl it so the batter spreads into a thin circle.
  12. Cook until the surface is no longer wet and the edges start to lift from the pan, then release the wrapper by turning the pan over.
  13. Stack the cooked wrappers so they stay moist and pliable, then cook the rest of the batter until it is used up.
  14. Take one wrapper and spoon one tablespoon of filling onto it.
  15. Fold the top in, fold the right and left sides in to make an envelope, then roll it forward; repeat until all the wrappers are filled.
  16. Beat 2 eggs with a little salt, then dip each risole in the egg and roll it in breadcrumbs until fully coated.
  17. Put the risoles in a covered container and freeze them for about 30 to 60 minutes so the breadcrumbs stick firmly when fried.
  18. Heat oil in a pan over medium heat, add the risoles a few at a time, then fry, turning them, until both sides are golden brown.
  19. Lift the risoles out of the oil and drain off the excess, then serve.
