  1. Mix the ground garlic (4 cloves), tapioca starch (2 tbsp), salt (1 1/4 tsp), and water (180 ml), stir until dissolved.
  2. Add the sliced scallion.
  3. Cook until the batter thickens slightly (don't let it stay too watery), then turn off the heat.
  4. Add it to the 275 g of tapioca starch, stir (don't knead) until absorbed.
  5. Shape into small flat rounds (wearing gloves helps).
  6. Heat 400 ml of cooking oil over medium heat, fry the cireng until puffed and golden.
  7. Flip, then remove once golden.
  8. Boil 750 ml of chicken broth.
  9. Grind: 1 tbsp garlic chips, 2 tbsp fried shallots, 1 1/2 tsp salt, 1/2 tsp granulated sugar, 1 1/2 tbsp chili powder, and 1/2 tsp Ladaku ground pepper.
  10. Add the ground seasoning to the boiling broth, stir to make the soup.
  11. Arrange the cireng in a bowl, ladle over the broth, and add the fried otak-otak, pilus, coarsely pounded chili sambal, scallion/scallion greens, fried shallots, and lime.
